FIELD: fabrication of discrete components. SUBSTANCE: the device has reel-out mechanism 1 for tubular blank 2 of covers 6 with horizontally arranged expanding mandrel 3 and flat clamps 4; cutting mechanism 5 with knife 15; used to feed and put on covers 6 including drawing-in mandrel 10 with spring-loaded moving strip 11 located on rocker 17. During operation mechanism 7 feeds capacitors 8 to fixing seat 25. Tubular blank 2 preliminarily put on expanding mandrel 3 with rod 12 is caught by flat clamps 4 and step-wise fed to expanding mandrel 3 and further - to drawing-in mandrel 10. Mechanism 5 cuts off cover 6 from blank 3, which has an even cutting edge due to attachment up to the stop between the end face of moving strip 11 and flat clamps 4. Cut off cover 6 is transferred further to the jacketing position of rocker 17 turning through an angle of 25 to 30 deg. Fork 19 enters groove 18 of moving strip 11 and puts cover 6 on capacitor 8.
