PROBLEM TO BE SOLVED: To separate an initial discharge area from an arc discharge area. SOLUTION: A number of parallel grooves are provided at equal spaces in the single surface of an alumina sheet. A conductive coating 2 of titanium carbide is vapor-deposited on the whole surface of the sheet. A micro-gap 3 is provided at the center of the single surface of the conductive coating 2 by using a 40μm thick rotary cutter to separate the coating. An isolated conductive coating 4 is formed on the opposite surface. Such a discharge element is filled in a glass cylinder 5 and a counter electrode 6 is put in contact with the side face to seal discharge gas. In this way, initial discharge at the micro-gap 3 and arc discharge induced therefrom are caused in the conductive coating 4 on the opposite side to improve resistance to surge and life property.
