The two-liquid bituminous reinforcing material comprises a liquid A that is obtained by mixing together an asphalt emulsion, a hydraulic inorganic material, a reactive type of water-soluble resin, and water, and a liquid B that is obtained by mixing together an asphalt emulsion, a hydraulic inorganic material, a polymerization catalyst, and water.
