An upper surface of each strip defines transversely extending channels in communication with the slots. Strips of carpet are located in the slots such that the strips collectively define a substantially continuous tread surface. The lower layer defines a plurality of spaced slots intersecting the slots in the upper layer to permit water to drain therethrough. |
