PURPOSE: To facilitate edition of an image in the unit of scenes and re-coding. CONSTITUTION: When a scent change detection circuit 32 detects a scene change, a scene change flag is generated. A motion evaluation circuit 33 revises the coding method with respect to each image frame so as to inhibit prediction between scenes. A frame sequence rearrangement circuit 31 revises a frame sequence in response to the revised coding method and provides an output. Thus, a GOP is made to stop just before a scenes change and the coding frame in a scene change timing is set to a head of the GOP. Moreover, an overhead data generating circuit 34 sets a closed GOP just after the scene change. Thus, coding is conducted without predicting between scenes and the edit and re-coding in the unit of scenes are facilitated. |
