PURPOSE: To provide the audio video data generator in which optional audio video data are inserted to near video on-demand data. CONSTITUTION: Audio video(AV) data reproduced by a reproducing device 100 are given to a black level insert circuit 102. A black level insert circuit 102 inserts black data and data denoting a range to the AV data in response to the content of insertion range data. Then the resulting data are outputted to a near video on-demand (VVOD) compiler 104 as AV data AVIN. The NVOD compiler 104 provides an output of compiled data Dij arranging the AV data AVD to a recording device 106 to generate NVOD data suitable for delivery to a communication channel and recorded on a recording medium 12.
