PURPOSE: To provide an energy-saving water electrolytic cell having a convenient structure and with the cell voltage kept low in the cell using a solid high molecular electrolyte membrane and to provide the producing method. CONSTITUTION: A solid high molecular electrolyte membrane 1 is formed from a fluororesin cation-exchange membrane, an anode 3 from an iridium layer having a high molecular electrolyte layer or iridium oxide or a mixture of ruthenium oxide and high molecular electrolyte, a cathode 2 from a platinum black layer having a high molecular electrolyte layer or a mixture of platinum black and high molecular electrolyte and feeders 4 and 5 from the sintered compact of metal powder with the surface plated with platinum or the material obtained by sintering the metal powder with the surface plated with platinum.
