Carbostyril derivatives represented by general formula (1), salts thereof, and an apoptosis regulator containing the same as the active ingredient, wherein R represents benzoyl, phenyl-substituted lower alkyl, etc.; R20 represents hydrogen, lower alkyl, etc.; and R21 represents hydrogen, lower alkyl, etc. The regulator is useful as antitumor agent, antiretroviral agent, autoimmune disease remedy, immunosuppressant, Alzheimer's disease remedy, hepatic disease remedy, cancer metastasis inhibitor, and so forth.
