PURPOSE: To facilitate coincidence of states of duplicate equipments conducting automatic line changeover APS in an ISDN by echo-backing a channel changeover control signal received by a line termination section to a controller so as to allow the controller to recognize a line changeover state of an active system in an initial rising of the line changeover controller of a standby system. CONSTITUTION: When an APS control section 200 of line control sections 20, 21 sends an APS control signal 210 to line termination sections 10, 11 of active and standby systems, a selector 102 selects a signal 210 of a control signal in an active state and gives the signal to K1, K2 byte processing section 101, in which K1, K2 bytes are generated based on the signal 210 and they are sent to a processing section 100 of an optical synchronization transmission network SONET. In this case, the line control sections 20, 21 store the APS control signal 210 echo-backed from the selector 102 to a status table 201 to grasp an updated state in common. Thus, the line control section in the standby state at initial rising makes a state of the APS in matching with that of the line control section in the active state.
