PURPOSE: To improve adhesion strength between a base body and a reflecting film by chemical bonding force of oxygen groups and to improve insulating property by forming an intermediate layer containing oxygen groups in the interface between a base body and a reflecting film such as silver. CONSTITUTION: An intermediate layer 2 containing oxygen groups 2a is formed between a base body 1 and a reflecting film 3 comprising silver or silver alloy film so that the base body 1 and the reflecting film 3 are adhered with the intermediate layer 2. The base body 1 consists of a metal or an org. or inorg. material and holds the reflecting film 3. The reflecting film 3 consists of silver or a silver alloy having optical characteristics intrinsic to silver, and for example, pure silver, silver-aluminum alloy, silver-platinum alloy, silver-palladium alloy, or silver-magnesium alloy are used. The oxygen groups 2a are groups having high chemical affinity or bonding force and having chemically active bonding groups or oxygen ion, and for example, oxygen groups 2a having dangling bonds.
