CONSTITUTION: In the starting of a fuel cell, when a differential pressure signal 65 of inlet pressure in an air blower 34 and output pressure is larger than a differential pressure setting signal 69 from a signal generator 70, the number of revolution of the air blower 34 is decreased by a control signal 72a outputted from a PI controller 67 so that a differential pressure excess signal 78 becomes zero to prevent the overload of the air blower 34. After a turbine compressor moved to self-operation, an instruction signal 55 based on an output signal 53 is subtracted from a total air flow rate signal 52 with a subtracter 56, and a switch 73 is switched so that the number of revolution of the air blower 34 is controlled by a control signal 72b outputted from the PI controller 58 so as to make a differential signal 57 subtracted with the subtracter 56 zero.
