PURPOSE: To attain operation by an optimum coefficient and to improve noise removing effect by providing this noise removing device with a movement detection judging/correcting means for correcting an error in detected movement information so as to be similar to movement information continued before and after the detected information based upon stored movement hysteresis information. CONSTITUTION: An input signal 100 is inputted to a frame memory 5 and a movement detecting means 12. Frame information stored in the memory 5 is successively transferred to frame memories 6 to 8 at the time of storing succeeding frame information. Movement information detected by the means 12 is inputted to a hysteresis memory 13 and stored in each picture constituting element unit. An output from the memory 8 is inputted to an arithmetic means 10 and multiplied by a prescribed coefficientαand the multiplied result is added to a value obtained by multiplying an output from a frame memory l1 by a coefficient (1-α). The added result is stored in the memory 11 and noise is reduced by cyclic processing.
