Each pivotal axis (44, 45) normally urged in one direction by the urging means (30) drives the movable barrel (51, 54) to push the pressure spring (52, 56), so that the clutch (49, 53) disposed either to the inner ball (42) or to the outer ball (43) in each joint (16, 17) are brought into press contact with the other ball to lock the joint (16, 17). Accordingly, once the holding arm (15) holds a tool (18), the holding force of the arm (15) does not decline with time. Since the pressure applied to the pressure spring (52, 56) by the movable barrel (51, 54) is released by turning the pivotal axis (44, 45) in the opposite direction by the driving means (26), each joint (16, 17) assumes an unlocked state.
