The device has a wheel arrangement (3), which is supported on the ground, and which is mounted on a carrying frame (2), so that it can rotate. A reduction gearing (20,27,28) is arranged on the frame, which is connected to the wheel arrangement on its output side, and to a driving wheel on its input side. Motion is introduced at the driving wheel, and the wheel may consist of a windlass, sprocket, gearwheel, belt disc, or direct manual drive equipment. The reduction gearing (20) may consist of a worm or cog gearing, or a block and tackle system.
