PURPOSE:To prevent the lowering of communication service by performing the regulation without the complete stoppage of communication for only a line having the possibility of being the factor of an abnormal congestion, when a traffic regulation is required in a data exchange. CONSTITUTION:A data exchange 10 connects with each terminal 14 via each line 15 and a processor 12 using a memory 13 sets a communication path between required lines by controlling a line part 11. The repeating of data and control information and the transmission/reception of the required control information with the line for the data transfer between the lines by this communication path are performed and the traffic regulation processing is performed. The exchange 10 always monitors a prescribed processor utilizing ratio for a processor 12 and delays prescribed kinds of information to be transmitted to a prescribed line for prescribed time while the utilizing ratio exceeds a prescribed threshold. As a result, the only line having the possibility of being the factor of an abnormal congestion is regulated without a complete stoppage and a traffic regulation can be performed without lowing communication service. |
