The device consists of a first micro-computer which processes input signals, a first oscillating unit which generates oscillatory frequencies and supplies to the first micro-computer, a program locking unit which determines the operation mode of the first micro-computer, a first clock signals input unit which supplies clock signals to the first micro-computer, a controlling switch which sets the time of sun rise and sun set, a first serial data input unit which inputs serial data from the micro-computer, an EPROM which stores a program to control the first micro-computer, an EEPROM which stores data set by the controlling switch, a display unit which displays the status of setting of the controlling switch, and a power unit which supplies operating voltage to each circuit.
