The device includes a wall-mounted cabinet which is lockable by a key. The cabinet has a standard telephone plug (9), and inside the cabinet is a charge counter (8) with a battery (10) and a connection regulator (7) which lies across the public network telephone line. The telephone line (11) is embedded in the wall and enters the cabinet through a hole in the base, such that the screws attaching the cabinet to the wall are inaccessible once the cabinet has been locked by the authorised user.
