The apparatus obtains optimal output by adjusting the valve open timing according to the rotational frequency of the automobile engine so that it can improve the engine performance. It comprises a spline hub(6) positioned on the rear part of a cam shaft(2) and having a flange(8) integrally formed with a helical spline shaft(5); a cylinder(10) an a head(1); a yoke(9) positioed on an end of a piston(11); an oil passageway(13) connected to a rear part of the cylinder(10) and having a solenoid valve; the helical spline shaft(5) making the cam shaft(2) rotate.
