PURPOSE:To easily and quickly execute checking of a program by reading a response corresponding to a received command when the command is received from a CPU and sending the response to the CPU. CONSTITUTION:A connector C1 is connected to an I/O control circuit 30 in an ATM 1, a connector C2 is connected to a sub module group 40 and the I/O control circuit 30 and the sub module group 40 are connected through the connectors C1, C2. A CPU 10 built in the ATM 1 sends a predetermined command to the sub module group 40 and the sub module group 40 executes a predetermined operation in response to the command received from the CPU 10 and the sub module group 40 sends a response corresponding to the command to the CPU 10. Furthermore, when a protocol converter 3 is connected between the I/O control circuit 30 and an ATM use program check device 2, the converter 3 executes conversion of codes and transmission speed.
