PROBLEM TO BE SOLVED: To provide a transmission channel planning device and a transmission channel planning method capable of efficiently allocating band width.SOLUTION: The transmission channel planning device includes a setting section, a calculation section and a determination section. The setting section sets a slot on the time basis in a period of time of a new demand as a channel request of a path, which has a start and termination date and time. The calculation section calculates a maximum load amount in an existing path for each slot.
