Device which comprises a box divided with an intermediate elastic membrane, defining, at the top, a chamber for the circulation and control of the fluid in which there is an obturator lever with an action which can be adjusted by means of a spring and screw with nut. This device is characterized in that the obturator lever has a general triangular structure at whose upper vertex there are two opposite cylindrical studs which are articulated in individual notches in the upper wall of the box, whilst another of the vertices of the lever ends in a horizontal U which fits between two flanges of a fixed core integral with the membrane. The third vertex ends in an oblique dish housing a disc for closing an entry hole for the water, which is also oblique and provided in an opening diametrically opposed to the exit opening. <IMAGE>
