To manufacture insulating materials having environmentally friendly binder components, a process is provided in which a long-chain starch is used as binder in addition to silicone, which is heated to 50 to 60.degree. C, maintained at this temperature and sprayed onto the glass fibers separately from the silicone. 6 to 8 % binder, i.e. starch and silicone, are thereby added, after which a glass wool mat or a panel can be shaped which is dried at approximately 180.degree. C. Surprisingly, a glass fiber mat 16 is then produced or an insulating mat or insulating panel or an adsorber, which is only waterproofed and held together by starch and silicone, which can be satisfactorily used and has a continuously uniform volumetric density. In the plant 1 provided herefor, there is a supply ring for water 9, for starch 10 and for silicone 11, whereby the nozzles 13, 14 for supply ring 11 have an enlarged opening and separation edges. The premixing container 17 and the supply pipe 15 can be heated or heat-insulated.
