PURPOSE:To relax excess stress being applied to a cable when the cable is stretched through the use of a head hauling type cable stretching vehicle. CONSTITUTION:When a cable being stretched using a cable stretching vehicle 20 is subjected to excess stress, an over-tension detector generates an over- tension signal which is transmitted, by radio, from a transmitter 42 to a receiver 44 installed in the cable stretching vehicle 20. Running speed of the cable stretching vehicle 20 is then controlled, for example, in order to relax over- tension.
