PURPOSE:To efficiently transmit/record image data to/in a communication system and storing medium system (a disk, a tape, etc.). CONSTITUTION:After executing band division and subsampling by a band dividing circuit and subsampling processing circuit 101, image data requantized by a requantizer 102 in accordance with human visual characteristic are divided from respective frequency areas into blocks corresponding to the positions of the original image by a blocking processing part 103. A scanning conversion circuit 106 executes the raster scanning of data in the blocks successively from a low frequency area, converts the scanned data into a one- dimensional data sequence and then encodes the converted data sequence up to the final non-zero coefficient, improving the efficiency of encoding. |
