摘要 <p>PURPOSE:To eliminate block distortion without causing visual fog by applying smoothing processing to data only at a flat area with less density change and storing data with a steep density change including edge information or the like without smoothing processing. CONSTITUTION:Picture coding data are inputted to a decoding circuit 1, in which the data are decoded for each block, orthogonal transformation data in a block memory 2 are subject to inverse orthogonal conversion by en inverse orthogonal transformation circuit 3 and decoded into a picture signal and written in a frame memory 4 one by one block each. On the other hand, a DC component of the decoded orthogonal transformation data is sent to a Dc component storage memory 5, in which the DC component is stored. The DC component of each block is stored in a DC component storage memory 5, in which addressing is made in 2-dimension, a DC difference circuit 6 detects a difference with a DC component of an adjacent block, and a smoothing arithmetic operation ON/OFF discrimination circuit 7 compares the difference with a prescribed value. An address generating circuit 8 generates an address of a picture element applied with smoothing arithmetic operation and sends an object picture element to a smoothing arithmetic operation circuit 9.</p>
