摘要 <p>PURPOSE:To reduce picture deterioration by making a scanning priority of an orthogonal transformation coefficient having a 2-dimension spatial frequency equal and scanning a low-degree orthogonal transformation coefficient with priority so as to scan horizontal and vertical spatial frequencies impartially. CONSTITUTION:An input picture signal is read in the unit of discrete cosine transformation blocks by a read section 10 and subject to discrete cosine transformation at a conversion section 11 and the result is inputted to a RAM 2. Moreover, address data are fed to the RAM 2 from an address conversion ROM 3, and the ROM 3 converts the data into address data in the order of discrete cosine transformation coefficient scanning. When only a prescribed number of discrete cosine transformation coefficients is transmitted, the discrete cosine transformation coefficient having a 2-dimension spatial frequency is scanned, and the discrete cosine transformation coefficients having 2-dimension spatial frequencies with an equal constant C have an equal priority and low- order discrete cosine transformation coefficients with a small value C are scanned with priority.</p>
