<p>PURPOSE:To obtain an inter-frame encode output data quantity control system without necessitating the addition of frame memory, by fixing data quantity at the interval of an independent frame as keeping high encoding efficiency, reducing a cost, and applicable to an accumulation system medium in inter-frame predictive encoding provided with the independent frame encoded independently in a frame periodically. CONSTITUTION:Feedback control is performed at an FB controller 16 based on the information of an encoded frame, and the data quantity DB of a prediction frame is defined, and a data quantity prediction value Dn1 is found at a FF controller 17, etc., by using feedforward control, and the data quantity DI of the independent frame is fixed at the residual data quantity of the prediction frame as a result by subtracting the data quantity prediction value Dn1 from the actual data quantity Dn by a subtractor 23, thereby, it is possible to keep the total data quantity of the prediction frame and the independent frame at a constant value.</p> |
