The apparatus controls high voltage supplied to the transfer device according to moisture contained in copy paper in order to offer good quality of transfer effect in high humidity condition. The apparatus has a first sensor (1) for being touched with copy paper (3) when the paper (3) is fed between drum and roller and transmitting electric current to second sensor (2) via the paper (3), a second sensor (2) for transmitting the current to voltage detector (100) via the cable connected with the sensor (2). The circuit has a voltage detector (100) for transforming signal receive from the sensor (2) to voltage type, a high-voltgae controlling section (200) for transmitting signal to high-voltage generator (300) according to the moisture in paper (3).
