<p>PURPOSE:To simplify a distribution service while enabling a transfer through a high-speed communication network in a short period by temporarily storing digital data efficiently encoded at a picture encoding device in a storage device and transmitting them when there is a request on a reception side. CONSTITUTION:An inputted picture signal is efficiently encoded at a picture encoding device 2 to be recorded on a recorder 3 as the digital data. They are transmitted at a high speed ((k) times of speed) through the high-speed communication network when there is a request on the reception side to be recorded on the recorder 3 on the reception side. When there is the M-minute of an input picture signal list, for example, in the first place, it is efficiently encoded by the picture encoding device 2 to be compressed to 1/N. and stored in the recorder 3. Then, as soon as it is transmitted in a short period for M.K/ N-minute (K/N<1, or M, K, N are positive numbers) through the communication network with the K-times of speed, it is recorded on the recorder 3 on the reception side at a high speed. The recorded data are extended to N-times by a picture decoding device 4, and displayed on a display device 5 for M- minutes.</p> |
