A cleat device for use in the stake hole of a truck includes a U-shaped baseplate with a nut welded thereto for receiving the bottom end of an elongated eyebolt; a pair of arms pivotally connected at their bottom ends to the sides of the baseplate; a top plate on the bolt beneath the eye thereof for resting on a truck box side above a stake hole with the baseplate and arms in the hole; and cables extending through the top plate to the arms for pushing the latter outwardly, whereby the bolt can be rotated to pull the arms upwardly against the top of the truck box side to secure the cleat device in position.
