PURPOSE:To allow a mobile station receiving a call to send a call signal only to a congestion radio zone and to improve the radio channel utilizing rate of other radio zones by providing a congestion signal transmission means informing congestion the mobile station and allowing an exchange station to give a call command to a specific base station based on the information representing the congestion in a storage section. CONSTITUTION:A congestion signal transmission means 10 sending a congestion signal representing the congestion of a specific radio zone is provided in a mobile station 6 and an exchange station 1 is provided with a storage section 4 storing the information representing the mobile station 6 in congestion and information representing a specific radio zone in congestion with the mobile station 6 relating to each other. Moreover, when the mobile station 6 is called and the information representing the congestion of the mobile station 6 exists in the storage section 4, a control circuit 3 gives a call command to a base station 5 allocated in a radio zone represented by the information representing a specific radio zone corresponding to the information. When the mobile station 6 is in congestion with a specific radio zone, the information is acquired to give a command to the base station so that the call signal is sent to only the specific radio zone and the radio channel utilization rate is improved. |
