<p>PURPOSE:To reduce distortion in a contour part by dividing a block having the contour into smaller 2nd blocks and applying orthogonal conversion to the divided blocks. CONSTITUTION:A frame memory 13, a selector 14, a write counter 15 and a readout counter 16 constitute a 1st block division circuit and a contour detection circuit 17, a discrimination circuit 18, a ROM 19 constitute a contour detection circuit discrimination circuit and a block memory 23, a selector 24, a write counter 25 and a read counter 26 constitute a 2nd block division circuit. Then the digital picture data is divided into 1st blocks so as to detect whether the data in the 1st block is a data representing the contour of the picture or the data representing a flat part and when the result of detection represents a data for the flat part, orthogonal conversion is applied to the data of the 1st block and when the picture contour is represented, the data in the 1st block is divided minutely and divided into the 2nd block and orthogonal conversion is applied to the data of the 2nd block. Thus, the block distortion of the contour is not remarkable.</p> |
