PURPOSE:To send an excellent picture by forming a packet with not adjacent blocks so as to use surrounding blocks thereby interpolating the block easily even when an error of disabled correction takes place. CONSTITUTION:A block position designation means 29 uses a packet number of an error packet sent from an error detection correction decoding means 21 to detect positions of 8 blocks included in the error packet in a frame buffer 28 and informs it to an error interpolation means 30. Since a packet is formed with not adjacent blocks at a picture coder side, error blocks are not adjacent to each other in the error of one packet per frame. Then an error interpolation means 30 applies 2-dimension filtering to 8 decoding block signals around the error block included in the error packet designated by a block location designation means 29 when the reproduced picture signal by one frame is formed in the frame buffer 28 to generate an error interpolated block and writes the result to an error block position. Thus, the disturbance of the reproduced picture is avoided.
