PURPOSE:To enable a finished diameter to be kept at an aimed value and prevent control errors such as control delay or the like from occurring by correcting the winding speed of a winder and/or the extruding speed of an extruder in order that the measured value of a first diameter measuring device becomes equal to a first standard value and correcting the first standard value in order that the measured value of a second diameter measuring device becomes equal to the second standard value. CONSTITUTION:A controller 10 acts to control the winding speed P such that the measured value of a first diameter measuring device 3 becomes R1 and also correct the R1 such that the measured value of a second diameter measuring device 8 becomes R0. The R0 is set by an operator in use of a setting device 11. Besides, the extrusion aimed value R1 corresponds to the first standard value and the finishing-aimed value R1 corresponds to the second standard value. A first counter C1 and an extruding diameter integrating area A1 is a register which is used at the time when the winding speed P is corrected on the basis of the first diameter measuring device through timer interruption and the second counter C2 and the finishing diameter integrated area A2 is a register which is used at the time when the extrusion aimed value R1 is corrected on the basis of the measured value of the second diameter measuring device.
