PURPOSE:To eliminate the need for the retrieval of an electronic bulletin board by the user by automatically informing that a new message is written onto the electronic bulletin board. CONSTITUTION:When a message is newly written in a message bulletin board BBx, a message notice section 5 reads storage information of a user name list Lx corresponding to the board BBx, the user name registered to have a notice is discriminated and the information representing the presence of the message is sent from the message notice section 5 to the terminal equipment of the user name discriminated therefrom. Thus, the presence of new write of a message to the terminal equipment of each user registered as the presence of notice is informed automatically in such a way, then the display based on the notice information is issued onto a display screen of, e.g. the terminal equipment. Thus, each user confirms the presence of write of a new message.
