PURPOSE:To perform the same handling for speech for a specific area as ordinary handling by sending a carrier code only to the specific area for equal access to a telephone line after attaching at the front part of a dial signal. CONSTITUTION:When a user inputs a specific dial number which places a long distance telephone call by depressing the key of a key pad 125, dial number information is stored in the RAM 130 of a microcomputer 123 transiently. The program of the computer 123 is stored in an EPRON 126, and an area code, a pre-fix code, and a carrier code are registered in an EEPROM 127 in advance. The computer 123 judges whether the same processing as that for an ordinary public telephone set is performed or the carrier code should be attached when the required number of digits is inputted with the user based on whether the first digit of inputted dial number information is 1 or 0. A DTMF dialer 122 sends required DTMF from a speech control circuit 121 to the telephone line according to a judged result.
