PURPOSE:To execute the decoding of a voice of a good quality and the voice encoding of a low bit race by synthesizing framework information and interframe waveform information and executing the encoding and decoding of the voice. CONSTITUTION:The frame of the voice is encoded by the relative position and magnitudes of two kinds of pulses to compose pitch information and a framework by a framework encoding means 6, and the interframe waveform to be extended between the frameworks is encoded by an interframe waveform encoding means 7 by utilizing an interframe waveform encoding book 8. The framework is prepared based on the information encoded by a framework decoding means 9, and the interframe waveform is decoded by utilizing an interframe waveform encoding book 11 based on the information to be encoded by an interframe waveform decoding means 10. Since the framework information and interframe waveform information are synthesized and the encoding and decoding of the voice are executed in such a way, the configuration of a voice waveform encoding to obtain the decoded voice of good quality can be taken, and simultaneously, the voice encoding of a low bit rate can be executed by a simple data processing. |
