PURPOSE:To obtain the title coating agent providing a coating film with excellent wettability and excellent adhesion with Al material by polymerizing a plurality of specified alpha,beta-unsatd. monomers. CONSTITUTION:An alpha,beta-unsatd. monomer with a sulfonic acid group (e.g. 2- acrylamido-2-methylpropanesulfonic acid), an alpha,beta-unsatd. monomer with a hydroxyl group (e.g. polyethylene glycol monomethacrylate), and an alpha,beta-unsatd. monomer with a carboxyl group (e.g. acrylic acid) are polymerized together.
