The present invention relates to a method to establish and operate an emergency communication system in a situation that part or entire communication system malfunctions due to a natural disaster or a massive accident by propagating the disaster situation, rapidly establishing an emergency communication network and operate a system in an emergency communication mode, performing operation to recognize locations of victims and simultaneously providing a group communication function to command and control rescue agents when a communication life-line needs to be established and maintained to rescue the victims with minimum power consumption. Also, a method according to an embodiment of the present invention makes remote control of victims terminal possible in case of emergency by extending the conception of a public warning system (PWS). As such, base stations and terminals operating in an emergency mode can be operated in a minimum power-consumption mode. Also, a method according to an embodiment of the present invention performs a function to recognize locations of the victims by additionally performing functions related to accurate positioning and a function to increase a survival rate of the victims and victims′ terminals. |
