PURPOSE:To transmit other data for a time when a voice signal level disabled to be listened to by human ears is generated by deciding whether or not a digital voice signal subjected to packet processing is to be listened to and outputting the digital voice signal when the signal can be listened. CONSTITUTION:A voice signal output enable circuit 17 monitors the output of a voice level deciding means 14 at every period of 125mus outputs logic 0 when the output of logic 1 of the voice level deciding means 14 is less than (m) times or below consecutively and outputs logic 1 when the output of logic 1 exceeds (m) times consecutively. Then an output gate circuit 18 uses the output of a voice output permission circuit 17 to output the output of a packet processing voice circuit 13 to an output transmission line when the output is logic 1 and to prohibit the output of the packet processing voice circuit 13 to the output transmission line when logic 0. Thus, only the voice signal level capable of discrimination actually by human ears is processed as a packet and communicated, then it is possible to send other communication through the transmission line while the voice signal level incapable of listening by human ears takes place. |
