PURPOSE:To prevent wrong access to severely keep secrecy by performing such physical control that a program executing means cannot be started unless a portable storage medium where use right information of a program in a subsystem is stored is used. CONSTITUTION:A system user file 20 is retrieved and verified based on log-on information inputted from a terminal input device 10 to store system user management information in a system information getting means 30. Contents of a subsystem user management information 40 are retrieved and verified. Program use right information recorded in a portable storage medium 60 is gotton through a medium reader 70. Session opening information in program use right information and that of system user management information are compared with each other to confirm that the storage medium read by the medium reader is a session opener's storage medium. Program use right information is retrieved and verified to start the program. |
