PURPOSE:To facilitate a wiring operation by a method wherein general signal terminals of a functional block are forbidden to be provided to the positions, where a power conductor and a grounding conductor inside cell rows are provided, and also to the repeated position of a unit size of a base cell. CONSTITUTION:In a row 11, where base cells are arranged in a longitudinal line, the base cells are possessed of a power conductor 18 and a grounding conductor 19 in common and connected to a power conductor 14 and a grounding conductor 15 which are provided to the periphery in a ring shape. When the connecting conductors 18 and 19 hit the block 12, they are connected to a power conductor 17 and a grounding conductor 16 around the block 12. As mentioned above, a general signal terminal t of a block 12 is not provided to the position where the power conductor 18 and the grounding conductor 19 of the cell row 11 bear on the block 12, and signal conductors 16, 17 are extended in straight lines as they are, and connected to the ring-like signal conductors of the functional block 12, so that a detour circuit of the signal conductors can be dispensed with and the signal conductors can be prevented from invading a general signal region. And, the wiring of a general signal conductor can be facilitated, and a power conductor and a grounding conductor are also easily arranged. |
