PURPOSE:To provide a skin externally applying agent which comprises a ROKUJO extract and/or an OGON extract for both brought into a liposome state. CONSTITUTION:The objective skin externally applying agent comprises (A) liposomes capsuling a ROKUJO extract obtained by extracting the non-cornified young horn of Manchuria red deer or Manchuria deer with ethanol or a mixture of the ethanol and water and/or (B) liposomes capsuling an OGON extract obtained by extracting the root of a Labiatae plant Scutellaria baicalensis with ethanol or a mixture of the ethanol and water. The component A accelerates the cornification rate of a slowly cornified skin and the component B retards the cornification rate of a rapidly cornified skin, thereby normalizing the conification rate of the skin (approaches the turn-over days, 14 days, of a normal corneum layer).
