A hollow cylinder made of metal or synthetic material with openings provided in the cylinder wall is soaked horizontally in silicon caoutchouc. The hollow cylinder is rotated, the rotation removing by centrifugal force silicon caoutchouc that has not stuck on the hollow cylinder and is likely to form drops. Then the silicon caoutchouc film adhering to the hollow cylinder is vulcanized, whereby the openings in the cylinder wall of the hollow cylinder are closed.
