The cigarette having a antitussive and expetorant effects is produced in 2 steps by blending one or more of herbicidal medicine to Maryland tobacco crude leaf. (a) 30 Kg Scopoliae Rhizoma contg. 0.253% atropine and 70kg stem of tobacco are shredded, extracted in hot water and vacuum-concentrated to give extracts (I). (I), binder and moisture absorbing agent are added to a paper made of cellulose residue of (I) to give herbicidal-medicine-contg. paper (II). (b) 85kg shredded Maryland tobacco is blended with 15kg shredded paper (II) followed by adding 1.5kg glycerine and 1.5kg propylene glycol to give the cigarette.
