<p>PURPOSE:To prevent the performance of an encoder from being degraded by rearranging the picture element of a block in one of a luminance signal and a color difference signal in a condition that a horizontal direction and a vertical direction are inverted to the other signal when a component image signal, in which the luminance signal and the color difference signal are separated, is caused to be a block. CONSTITUTION:The picture element of the luminance signal, which is inputted from a luminance signal input part 1, and the picture element of the color difference signal, which is inputted from a color difference input part 2, are respectively caused to be the block by block devices 3 and 4. Next, the block of the color difference signal, which is outputted from the block device 4, is rearranged by a rearranging device 5 in the condition that the picture elements of in the horizontal direction and vertical direction are inverted. Thus, the size relation of a picture element interval in the horizontal direction and the picture element interval in the vertical direction can be made equal between the luminance signal and the color difference signal. Accordingly, since the character of two-dimensional distribution is resembled in the block of the luminance signal and color difference signal, a following encoding processing can be shared without degrading the performance.</p> |
