PURPOSE:To efficiently perform line management in a limited managing area, by storing the managing information of a packet classified by every channel, and providing a managing area clearing/filling table in which an identifier representing a state in use or in nonuse is stored in respective area. CONSTITUTION:A packet switch module 10, when a call issuing request packet from a subscriber terminal t1 being received at an incoming side, retrieves the managing area clearing/filling table 3 to perform the management of the state of the line of the subscriber terminal t2 at the incoming side similarly as the subscriber terminal t1 at an outgoing side, and when a null area exists, allocates a2 in the managing area 4 corresponding to the null area to the line of the subscriber terminal t2 at the incoming side, and fills m2 in the managing area clearing/filling table 3. When it is not required to perform the line management of the subscriber terminal t1, the packet switch module 10 clears m1 in the managing area clearing/filling table 3 of the subscriber terminal t1, and releases a1 in the managing area corresponding the area. Thus, since the line management of a packet line to be used is performed by using the limited managing area, it is possible to execute the line management efficiently.
