PURPOSE: To keep the privacy of a voice message and dispense with the constraint of a reproducing place by comparing an identification number memory with an identification number input from a tenkey input part, and making a voice output part in an active state when the secret numbers are agreed with each other. CONSTITUTION: A recording unit 30 converts a counter voice message into a digital signal, and takes it in an IC card 20 as Vin. In the IC card 20, the voice message is written in a voice memory 11. The reading/writing(R/W) of the voice memory 11 is controlled by a processer 10 through an internal bus 26. To reproduce the voice message, a self identification number is inputted from a tenkey input part 18 in the first place. This identification number is input to a RAM in the processor 10, and compared with a predetermined identification number in an identification number memory ROM 15. When the identification numbers are agreed with each other, the processor 10 makes the voice memory 11 in a reading state, converts a digital output into an analogue output, and amplifies the same to obtain the reproduced voice message Vout.
