PURPOSE:To prevent the exudation of filth or the diffusion of an offensive smell by receiving a used napkin or tampon in an empty bag and folding back the folding back part thereof to the opposite side to hermetically seal said bag, by providing the folding bag part to the lower part of the opening part of a packing bag. CONSTITUTION:A first sanitary packing bag 4a is constituted so that a sanitary napkin is received in a bag body 1 and a lid seal part 3 is lightly adhered to the outer surface of the folding back part 2 of the bag body by an adhesive to hermetically seal the bag body 1. After the lid seal part 3 is opened to take out the sanitary napkin in the bag 4a, a used sanitary napkin is inserted in the bag body 1 and the lid seal part 3 is subsequently inserted in the bag body 1 and the folding back part 2 of the front surface of the bag body 1 is reversed to the upper end part of the back surface of the bag body 1 so as to be turned out to close the upper end opening of the bag body 1 by the folding back part 2. Since the used sanitary napkin can be inserted in the same packing bag to be hermetically sealed therein, it is unnecessary to use toilet paper or tissue paper and no offensive smell is generated and unpleasant feeling in the handling of the filth box at the time of the cleaning of a toilet can be removed.
