PURPOSE:To include optional information as additional information by storing the information read in advance by a reader as additional picture information, editing and synthesizing the transmission original picture information and the additional information and sending the result. CONSTITUTION:The picture information read in advance by the reader 1 is sent to a picture edit device 4 via a selector 3 and after the edition such as magnification/reduction and line density conversion or the like is applied by a picture edit device 4, the result is stored in a nonvolatile storage device 2 for additional picture information storage as the additional picture information. Then in sending the original actually, the transmission picture information read by the reader 1 and the additional picture information read from the storage device 2 are sent to the editer 4 via the selector 3 and the edit processing such as magnification/reduction and line density conversion or the like is applied. Then the picture information is sent sequentially to a coder 6, where both the information is coded and the result is sent via a communication control section 7.
